A1: True view doesn't have a seperate file format it is used to view various dwg formats.
A2: Yes Express Tools is included in Acad Elec, you may have missed it when you installed the software, you can put the install disc back in and add the express tools.
A3: You can use the Express Tool TXT2MTXT to convert single line text to mtext.
