Is it possible to insert a pdf file into AutoCAD to use as a background, such as you could use a tif file as background for a drawing?

If you have Adobe Acrobat full version, you can save the PDF files as PNG file with a transparent colour (colour 255).
You can then use image manager in AutoCAD to attach the image, and set transparency to ON. This will produce the result you desire.

Here are some applications that can assist in converting (or importing) a PDF into a DWG or DXF.
