Default Block editor

Has any one else noticed that the standard AutoCAD block editor does not work fully? Most notibly visibility states...

What are you trying to do with them?
The Block editor isnt new... could you post a dwg with the block your having trouble with inserted?

Yes I have notice that in my AutoCad 2006 the Visiblity States is greyed out.

if you notice the ribbon panel is completely grayed out. The visibility state manager does not open the required diologe box.
