i like to draw walls then later put in my floors. i like to lock my slab edge down to the place in the wall where in needs to align and "lock" it. ei-slab edge to outside face of brick or block.....i then will usually have some "labeled" or "named" ref planes in the plan that help me orient in section and elevation. I place the ref plane at the edge of slab/outside face of wall and lock it at that time.....thats my question....is there another way to lock a ref plane to something, after it is placed and not locked at that first moment?

If you use the align tool to attach it to an edge, you get an option to lock it there.

Also you can create a dimension between it and something else, and lock it. You can then delete the dimension and preserve it's constraints. Please note that this is not the prefered option. It'll prove troublesome at best if you make it into a dimension constraint-alooza before handing the model to someone else.
