Is there a way to get this kind of radius dimension?

As far as I know, radial dimensions can only show the dimension text aligned with the leader line.

You can get it close, with an aligned (to arc center) single line with text above. Just highlight the dimension, grab the blue grip at the arc center, and drag it to the other side of the arc.
If need be, you can force the dimension text to be horizontal, by editing the type field "Read Convention".

You can *almost* get this.
Use the attached dimension style settings, then drag the marker line off the center and to the outside of the arc. You can fake the angled leader by moving the underline of the dimension onto the end of the marker line. Personally, I'd rather keep the radius text parallel with the marker line, which is what Revit would prefer you to do.
