This was not the case. (but thank you for answering) :)

The problem really was:
Under "Manage Links" someone set the G_09000-Battalion.rvt model to "attachment" instead of "overlay". and when we linked the G_09000-Battalion.rvt into the SG_09000-Battalion.rvt, in had to unload itself from the link because it was attached.

I guess I gotta watch my users closer, over all these years I have never seen that warning before.
Ok, I learned something new today.
