Ribbon Info Flyout

The ribbon has a double information flyout when you hover over a command. Other than selectiong the command faster can this info flyout be turned off and how?

Click the big 'R' top left,

then click Options at the bottom of the dialog,

Click the dropdown next to 'Tooltip assistance:' and the reduced level of tooltips directly controls how much tooltip or none, that you see.
