i isolated my new construction (red in 3-d view) grouped it and tried to move in in my plan.....no luck.....i then un-grouped and again selected in 3-d and went back to plan and tried to begin moving with the intention being move it then rotate and align center of building to new corridor location....can't seem to move it.....any suggestions

I have always found that once I have modelled a fair bit of stuff, there are so many connections between the existing and the new that it is not possible to move or rotate a large number of the new elements without unpicking most of the connetions - ie moving walls away so they no longer intersect with the old - deleting floors - roofs etc.
If there is a way of disconnecting a large number of elements modelled in a latter phase from those modelled in an earlier phase, it would be neat to know.

You might try to cut/paste to the new location, then rotate and align.

sorry too late for your problem but.....
suggest that checks be made for pinned objects as normal course when things like this arise.

A bit late but this is why I almost alway recommend putting site in a separate file. As a link the building is easy to move anywhere on site no matter how early or late in the project. Plus you can shared the position/elevation data and display it in the building file. You have to manage the pad in the site file but there are fewer "cons" than "pros".
You could group everything, save the group as a file, import/link the group, place rotate...BIND and then ungroup. Or you could separate the files now and do what I mentioned first? Then you'll have to fix all your views/annotation etc.
