Layer Manager Freezing AutoCAD C3D 2008

I think this is an age old question and drawing specific, but does anyone know why the layer manager freezes AutoCAD in some drawings? I am working in another branch within my company and their drawings have this problem quite often.

AutoCAD C3D 2008, small drawing (2 MB), ran an audit (1 error).
