We're about to separate an existing Revit (09) model to give the exterior skin to a sub-consultant Architect and we're going to continue working on the interior modeling and I'm wondering if anyone has gone through this before. My concerns are with the exterior wall-based elements as well as all data that is attached to the rooms themselves. Anyone have any suggestions? Does anyone know if this is even possible?

It's a large 5-story building (if that matters in any way).

I would put everything you need to "give" on a sep. workset. then have them link in that workset to a new project and then they can "bind" it. Now they'll have that content in there own project. You will then need to delete that content from your project and link theres back in. As for rooms and hosted elements they can only live in one location so you will want to use non-hosted elements. Rooms are the toughest to solve. They can see your rooms if they link, but they can't add any data to them. I don't know of a good solution to this issue.
