imported DWG loading in below specified level

Ive imported a dwg survey on a layer I call "datum" which is at 0'-0"
The survey comes in -1'-4", consequently when I create the toposurface
its contours are off by that much. Ive checked the dwg & the lines all seem to be at
Z=0, so im not sure whats causing it to come in below Zero, any thoughts?

chk the insertion point of the cad file.... am not sure but as a guess perhaps like the units are used to import the insertion point is as well? just a thought.

Maybe the insbase of the dwg file is set to z=-1'4".
