How do i get the dimensions to have a set offset so that they all set a equal distance from the line or object being dimensioned

That's not possible though you can set a preferred distance between dimension strings. It doesn't default there but it will snap, sort of, to the offset distance. It's in the dimension type parameters.

I'm not sure exactly what you are after but will baseline dimensions help?
