I just upgraded from AutoCAD 2006 to AutoCAD 2010 and I have never had this problem before. I do mostly 3D desisgn/detail and was always able to move objects up & down in a side view. AutoCAD 2010 doesn't seem to let me do anything vertically in a side view and only allows for horizontal move, copy, dimension etc.. I have tried the 3DROTATE & 3DMOVE commands but they are useless because they do not give me the option to select a basepoint. Am I missing something?

Welcome to AUGi and congrats on your first post
I've had this happen to me for a few releases now. When it happens, I just reset the view and it goes away. I think it has something to do with the UCS not being exactly parallel to the view.
Anyway, try that. I reset it by choosing that view again in the view drop down on my ribbon (or wherever yours is).

Switch back to top/world view, set UCSORTHO to 1, Switch back to left/right view.

That worked on previous versions, but not in 2010. I found that you have to rotate the UCS icon because 2010 will only allow drawing in the X,Y planes. Seems like everything in this new version requires extra mouse clicks to do the same command as before(I.E. the stupid ribbon instead of clicking a single icon in a toolbar)

I find that setting the workspace to ACAD Classic then loading the tool bars works best for me. (Ribbons, pallets, etc take too much screen space and tend to react badly in my system when put on the secondary screen)

I'm working with 2009 but I'm sure it works for 2010 also. I use constrained orbit alot so I'm never at a true 90 to anything. What works for me is to use UCS:View which is on the UCS Toolbar. This sets the UCS X/Y axis to a true 90 to the view and you can work with dims, multileaders, text, etc. without having to do a bunch 3D rotating. Hope this helps.

I think I know what your problem is.
I've been having a lot of problems with USCs in 2009 too. One thing that I have finally realized just today  is that if the "replace Z value with current elevation" button gets toggled the wrong way then you can only work in the X/Y plane of the current UCS. (On my computer it's down in the bottom right corner of the screen...don't know if that's universal!)
*Edit*
I searched, and I think this is the same as the OSNAPZ command. Try setting it to 0.
