What would be the easiest way to model a rock face as the one in the photo?

This is definitely not a job for revit. If you access to a more powerfull all purpose modeling app like Max, FormZ, Maya, or the like, there are a number of ways to model this and the right approach will differ per application. I have made things like this using nurbs surfaces, meta-forms, and i have created them using the photo as a displacement map.

Mudbox would do a pretty god job modeling something like this.

Actually, you might try the new Massing Tools inside RAC 2010. Play with solids/voids,
use the push-pull manipulations, etc.
You can do some pretty funky free-form / organic shapes
with the new tools.
You can assign materials to them, and probably make some fairly
realistic looking rocks and boulders.......
