Is this possible, and if so, how...I can't seem to get it to rotate at all.

Are you trying to rotate the arrow part which is attached to the circle part, or the circle part of the entire marker? You can't rotate it by selecting the arrow part. You need to grab the circle part and rotate it, and the arrow fill follow.
You need to be careful that if you have more than one arrow on the elevation mark, then those others will rotate as well.

I am trying to rotate the view, not the marker...
As in drop this on it's side

Ah gotcha. I picture is most useful.
After you place the view on a sheet you will have access to a view parameter called Rotation on Sheet.
Just a note to Autodesk, it would be nice if this parameter was available all the time, so that a rotated view can be removed from a sheet and placed onto another and it remembers it's last rotation value.

So in other words...not really, since the rotate on sheet doesn't actually rotate the view, and the text will be upside down in one direction, and...I won't be able to rotate a rafter to be flat (ie. 3-15° rotation required depending on project)
Nevermind, I've discovered sections do rotate.
