Stumped on my keyboard shortcuts

I am using RAC2009 on a laptop with Vista Pro 64bit. I have modified the KeyboardShortcuts.txt file and none of the changes I have made are taking effect. I have done a search to see if there is another copy of the file and it found one other copy of the shortcut file. So, I changed that one as well and the changes I have made still are not working. I thought that it could be that I had duplicate shortcuts inside of the file which would cause them not to work, but that is not it either. Any ideas why this would not work?

You DID restart Revit between each attempt..?

I had such trouble finding the keyboardshortcuts file in Vista 64 that I have a link to it on my desktop.

Vista 64 maintains a duplicate to protect the original as I understand it.

My shortcuts file for RAC 2009 resides in:
Users\William\AppData\Local\VirtualStore\Program Files (x86)\Revit Architecture 2009\Program

where 'William' is obviously my username.

William, that was it. What is strange is that when I did a search for all KeyboardShortcuts files on my computer, that one did not show up.
