Where is rotate view on a sheet?

Activate the view and select the crop region outline then use the rotate command.

Remember you have to turn on the crop region first to be able to rotate the view. Also, you'll have to rotate the crop region in the OPPOSITE direction that you want the view to be rotated. The crop region will always stay orthogonal.

Isn't it easier to select the view on the sheet and then there is the option to rotate there as shown in attached pic. Maybe I haven't understood the question????

There is an option as you describe but it also rotates the view title.
