Is it possible to change the display order in the family editor?

I am drafting a detail component. I want it to have a white mask so it hides whatever is behind the detail component, when inserted in the model. I did the fill region in the family editor, when I select it, I don't get the toolbar with the send to back button.

For how, just draft two filled regions next to each other....

I did the fill region in the family editor, when I select it, I don't get the toolbar with the send to back button.My solution is to have the lines that I want placed on top of the white fill drawn on another Detail Component file and then load this family into my filled drawing. Then they can be placed on top of the fill.

I think there is a difference in 7.0
See attach

detail family, white filled region with a circle drawn above it displays correct in 7.0. In 6.1 the circle does not display

Another test:
Same detail family created in 6.1, loaded in 7.0 = correct display

in my experiment the above/back order is given by the order the elements were drawn
Also a Cut and Paste in same place does change the order
