2010 Titleblock families origin is off

I just checked the various OOTB Imperial titleblock families, ie D22x34 and E130x42 and the lower left is not at 0,0,0. is this on purpose?

They should be at 0,0. Otherwise swapping titleblocks out for different sizes gets very unpredictable. Probably just bad QA/QC at the factory....
