Parametric Question

If you're working with a square or rectangular panel, and you have 4 circles that you want equally spaced across the middle of the panel. I want the panel to be able to change in size while the circles change to be equally spaced and in the center, with the 2 outside circles staying at a fixed position in, say 1" or so. How would you go about doing this?

More specifically how do you setup the equation to keep the circles equally spaced?
