Some windows in my building have a security screen placed over them. The screen is a separate face-based family placed on the wall over the window. I need to see the window frame beyond in elevations, but the screen blocks it, even with the screen material 100% transparent. Is there any way I can fix this?

From within the family you'll need to hide the model components in elevation and draw what you want to see with symbolic lines.

The material only affects rendered/shaded views.

Transparency doesn't work in regular elevation views, or indeed any view that is not "3D". You can get close visually by Aligning a 3D view to your elevation, but now you have no annotation tools. :(
I think I would try making the screen frame show up in Medium detail, while the screen element itself only shows up in Fine detail. In medium detail CD elevations you get the screen frame, but no obscuring effect (other than the frame), and in fine detail presentation elevations you get a true representation. You could also have the screen as only drafting lines in medium detail, but modeled elements in fine detail.
Lastly, you could use the Show Hidden Lines tool, and your window would show as Hidden Lines anywhere they are obscured by the screen. If the window or screen moves the graphics remain accurate. This could end up really busy however, depending on the level of detail in your windows and screen.

Hopefully one of those options at least gets you close(er).

Indeed, and you could probably use a filter to make all instances of the Screen Family transparent in the needed views, and not have to worry about manually changing new ones. Kinda funny that this is a TOTALLY different flavor of transparent from the one in the material definitions. ;)
