I am working on a project that is currently in Concept Design and we are trying to help the client hash out the project program. We have developed an existing condition model and assigned rooms to all spaces on all eight floors to match the client's current numbering, naming, department assignment, etc. The project at this point consists of essentially clearing a floor and redeveloping it. Much of what is being vacated has to be reassigned to other spaces in the building or indicated to be assigned to another location. There are also areas that will be reassigned to new spaces on the floor being renovated, I would like to figure out the best way of tracking these spaces from one phase to the next. Any suggestions? Would putting the program into some sort of schedule key and then assigning the contents of the schedule key to rooms in each phase make sense?

You are on the right track.

Take time to plan out the phasing and you should be able to make it work. Rooms are phase dependent and can only exist in one phase, so you can leverage that by setting up, say a room schedule for each floor, and then by duplicating the schedule and changing it's phase, you'll be able to see what rooms exist on each phase for that floor (or the whole building if you choose), and track them.

It might help to set up a room project text parameter, where you could note in new rooms, what former room(s) they replace.
