Has any one had any experience with simulating lens flares or the haze that normally occurs around exterior stadium lights?

Is there an extension or plans to incorporate these features in Revit?

I would probably just do that in an image editing program like Photoshop. If you don't have one of those programs, I think there is a free program out there with Photoshop-like features, similar to how OpenOffice has MS Office-like features.
