I am trying to build a simple pipe handrail onto a platform. I have not modeled stairs, but I have modeled 3 concrete floor slabs. Is there a way to model a handrail without modeling stairs in this case?? I have attached a pdf with a crude sketch of what I'm trying to achieve. Any suggestions.....?

Place a reference plane at each railing's path.
Start an in-place family. Select the sweep tool, using one of your reference planes as the working plane. Sketch your railing as the sweep path, add the profile. Finish the sweep. Copy it from one plane to the other. Finish the in-place family.

What Andy is saying is that you can make a handrail- indeed anything- without using its out of the box family. So, while Revit provides a handrail object to make handrails, you can always opt out of using it, and just make a generic object with a solid sweep. Handrails are hosted by ramps, floors or stairs, but it seems like you are not creating a host stair to define the handrail's pitch.
If you did want to host this type of handrail, it seems you'd need to make a custom start and stop baluster in that J shape at the beginning and end of the rail.
