Down at the bottom of the Wunderground page linked above, you can download the data into a delimited file.

If you look here (http://ecotect.com/downloads/weatherdata), you can download the software to make the .wea file. And this site shows another good weather data source (http://apps1.eere.energy.gov/buildings/energyplus/cfm/weather_data3.cfm/region=2_asia_wmo_region_2/country=VNM/cname=Viet%20Nam)
