1. Is is possible to insert such text in a CAD drawing but disable the effect of zoom command on that text so that its size remain the same irrespective of whether we zoom in or zoom out.
2. Is it possible to tell CAD about the draw order of certain objects/layers so that objects inserted on those layers automatically get the correct draw order.

1. With vanilla AutoCAD? Sort of, but probably not what you are thinking about. When I say sort of, I mean if you use annotative text and are working in a layout, and if you are zooming to exact scales that are defined in the text object itself.
If you are using AutoCAD Map, then what you are probably thinking about it a bit closer, but only as labels for map components (AFAIK). See image below.

I don't know about getting the text to do what you want, but there is a DRAWORDER command that allows you to select which objects should be brought forward and which should be pushed back. AFAIK, however, if you set the draworder of objects in a file, and then use that file as an xref in another file, the draworder within the xref file is not preserved in the host file.

I don't know about getting the text to do what you want, but ...
There is the TEXTTOFRONT command to deal with that.

I not sure I understand the text question. However, if you us MTEXT, you can zoom in and out while editing the text by holding down the CTRL key and rolling the wheel on your mouse(this only works if you have your mouse setup for intellizoom). This can make the text easier to see while editing.
As for the text draworder thing, both DRAWORDER & the TEXTTOFRONT commands work great for me.
