When I rotate a view on a sheet, how do I prevent the Title of that view also rotating?

It sounds like you are using the "Rotate on Sheet" parameter in the view properties. Set that back to none, and instead go to the view, select the crop boundary and rotate it the desired amount.

Its not allowing me to rotate the crop boundary - the Rotate tool is greyed out.

Just a floorplan view

A floor plan view should rotate. Make sure you are NOT on the sheet, switch to the actual plan view (or activate the view) before selecting the crop boundary. You may have to make the crop boundary visible, it is typically invisible by default.
