Using RAC 2010 is it possible to create a work plane with a compound angle? That is, say, 45deg in the X plane and 20deg in the Y plane. If so, how?

I am not sure exactly what you are asking. A PLANE is infinite (conceptually) in the x,y directions. There are really no angles involved in the geometric definition of a plane.
What are you trying to accomplish?

This is possible by drawing a ref plane at an angle from a view that is at an angle (i.e., make a section at the proper angle in x/y plane, go to it, draw ref plane at z angle).
It's a lot easier in this case to make a mass and then use the face of that mass as the datum plane than to attempt to use reference planes. Particularly in 2010, as you can use "Pick 3d points" to make a plane from any 3 points on a model.
