Room tags: moving from level to level...

I'm trying to change the locations of rooms from one level to another. My room names appear the same but revit creates new room numbers if I (ctrl+x) and (ctrl+v). I am moving multiple suites of rooms and would like to simply cut and paste them to another level.

I can re-insert the rooms one by one, and they will come in correctly. (i think I have to put them on a workset which is visible on the new level before temporarily deleting them from their original level.)

Any advice?
