How could I place a 3d component into another 3d component within the building, e.g. a computer to sit on a reception desk?

That's what we call nesting a component into another. Open the desk component then open the computer component and select the Load into project option. This will load the computer into the desk family, which can be positioned as you want. Once done, just use the option Load into project to load the desk/computer assembly into your building.
