how I can rotate a project in Revit?

Here is an approach that may work for you.
You may not need to rotate entire project. Rotating plan views so they align with project natural orientation may work instead. Not all plan and rpc views need to be rotated only those that are not driven by callouts. Open such a view and turn on their crop regions. Now select crop region and rotate tool becomes available. Before rotating a view it is a good idea to find out desired angle of rotation with high accuracy so after rotation walls would run exactly vertical and horizontal (make a high accuracy angular dimension between a wall and a horizontal line). After rotation new view should behave as if you rotated entire project and crop region could be made invisible.
