Pipe network not following rules

I created a pipe network from the centerline of my roadway alignment. The pipe network was initally linked to this alignment and the corridor surface. Out of curosity I adjusted my corridor surface in the profile to expose the pipe and structures of my pipe network to see if the network would adjust. They did not automatically adjust so I highlighted all parts in my plan view, went to modify and apply rules, again it had me click through the individual parts from up slope to down slope. once I hit enter it says that the parts have been adjusted but nothing has changed in my profile. Its obvious the minimum cover rule isn't working because I have exposed pipe above grade. I have attaced a pic showing my rules, the profile with the exposed structures and pipe, and a plan view. any help would be greatly appreciated. Thanks.

First thing, the rules are not dynamic. They only apply themselves under two different situations, 1) when the part is created and 2) when you reapply the rules.

Second thing, when reapplying the rules, you must go in the direction of flow. Pick the most upstream part and then the most downstream part, you don't have to pick each and every part.
