Can a circle arc wall with a spiral like top and cut-out bottom be modeled in Revit?

I know the answer has to be yes, but could you explain a bit more what shape you are looking for? Can you create a sketch and post it? Then, either myself, or others will be able to guide you in the best way to achieve it.

This is my quick version of one way of doing it. In 7.0 it may be even easier, using pick face of model to make a wall, I haven't tried with 7.0.

yes can be constructed this shape was used to built the minaret and big and high altitude level can be reached easy . this method was performed by Babylon ,
