Revit VSTA

I have recently Installed VSTA and am having trouble accessing it outside of administration mode. Administration mode will not allow me to open files for some reason. It seemes to only allow me to create a new project which defeats my purposes for creating Revit macros. Does anyone know how I can gain access to the Macros and VSTA outside of administration mode? In standard mode the options are there but are grayed out.
