Problem with panel tabs

Ok I did something wrong and I have no idea what. Even though my cui shows only the panels that I want in the panel tabs there are a series of blank panels that appear inside or with my desired panels. I have gone as far as deleting the cui file and copying an older cui still the same results. I can't find anywhere to remove these unwanted blank panels. I can hide them by right clicking on the blank checked panels and then de-selecting them.
I could use some suggestions.
