Can you bind a linked Revit file into the host file in Revit 7.0?

No, Revit does not have that command.
You will need to send the linked file(s) with the master. From memory , if they are all in the same folder, Revit will find the link. If not, you would use "Manage Links" to set the path(s)

When I export to dwg and import to Datacad 10 the linked files spin around to their original orientation and go back to their original z height. This is probably a datacad thing. Also unless you bind them first in AutoCAD only the original linked file appears in Datacad. this is also probably a Datacad thing but if you are working with people who use Datacad and they are calling the shots you have to comply. If you did not have Autocad it could be a nuisance. I think it is the same in Datacad 11. There is of course another option.......
