Move room tags out of room

I have small janitor closets that the room tags are larger than the room. I would like to move them just outside the room with a leader, but when I try to do that, the tags show as question marks. Am I missing something simple or is it not possible?

You don't have the leader button checked on the option menu for the tag!

I do have the leader tagged, but it is still not working correctly.

You arrow of the leader needs to stay in the room, the text can be moved out.

Seems odd, as I can move a tag out of a room, it changes to question mark (and I get a warning) and then as soon as I click to add leader, it changes back to the room name with the leader pointing to the room.

Have you tried turning on the leader first before moving it out of the room?
