I did a surface adjustment of -0.40 feet to balance earthworks and now I would like to globally lower the featurelines to match. Is there a way to do this?

You can just use the move command with a displacement of -0.4' on the z-axis.
Did they fix the bug, then?
It used to be that, if you used the MOVE command on feature lines, any PVI where feature lines crossed would get moved by double the amount, as the PVI was adjusted twice, once for each crossing feature line.

sinc, I have good news and bad news.
Good News - the move command no longer moves the shared PVI's double the move amount!
Bad News - the move command no longer moves the shared PVI's.

So what's the trick to globally moving featurelines? The featurelines need to match the surface in the event that future minor adjustments are made.

You could create a surface from the featurelines, lower the surface, and then project the featurelines to that new surface. I haven't tried it but that "should" work. If you surface is set to rebuild automatic, it would then change the amount the featurelines change so don't do that.
