Question about wall hosted object

I have made a generic wall hosted family that is a wall pack light. It is made up of masking regions instead of a 3d object.
I am having issues with the light attaching to the face of the wall. It also does not place itself 13' above finished floor even though I gave this parameter. How do I get this object to correctly attach to the face and attach at the correct height?

I have seen problems with wall-hosted families not wanting to align with the actual exterior faces of walls in a project. Some people would tell you to make the light itself separate and nest it into the wall-hosted family. Then you can align/lock it to the face of the wall.

However, Revit comes with an OOTB wall pack family. Why not use that one instead?
