I'm encountering a situation where we have the entire model worked out, floor plans, int/ext elevations, schedules, etc... but now the client wants to move several rooms to different locations of the building. What is the proper way to move a room to another location and retain the information associated with these rooms?

First - if you delete it, you lose it.
So....
1. Turn on all the room subcategories in your working view - so you can see them.
2. Drag a few rooms outside the building - keeping track of which room is which.
3. Drag the "outside" rooms back into the building where they belong.
3a. If you have room tags you will get warnings.
4. The room parameters (i.e. department) remain with the room.
4a. Haven't tested this with shared parameters but it works with family parameters.

If you delete the room from a plan or section view you actually don't lose it. It will remain in the project file unless you delete it from the schedule view. All parameter data will be retained.
If the room is on the same level you can simply drag it to the new location.
If the new location is on a different level you can just delete it from the one plan, navigate to the other plan and from the Home tab click to place a room as you normally would but look at the options bar and you'll see that the unplaced room is available from the pull down list.
Another alternative is to cut and paste from the clipboard.
