Keynotes Redux

I will apologize up front because I think I've gotten an answer to this before but after a search around the site I couldn't find it...

Keynotes: I don't want them to be filtered by sheet and want every keynote to show up on every sheet that has the keynote legend on it. Do I have to tag at least one of every item somewhere in the model in order for it to show up in the legend?

Check the circle, By Keynote. Keynotes will show up as items are tagged...all of them on each sheet.

Yeah, I know. I was wondering if there was a way to have Revit read the keynote file and list out everything in there without them being tagged somewhere in the model first. After thinking about it, you might as well just have a grouped text block in place of a legend if that was the case.
