I cannot figure out how to redefine a scope box or how to purge existing ones?

By redefine, I assume you mean rename? If so, select the scope box in a view, and change its name under properties.

To "purge" scope boxes, the only way I know would be to select a scope box,
then either right click and "select all instances" or use the sunglasses tool
and "isolate category" or element.

I don't know of a "global" way of controlling scope boxes via a dialogue box/command.

The easiest way to 'purge' scope boxes is to open a 3D view and isolate the Scope Box object category in the view (it's under Annotation Categories. You'll be able to select and delete them from there.
