Model space inverted

I received a drawing that has the model space inverted. The coordinates appear to be correct...just backward! The x-axis and y-axis (northing and easting) are backward as well - positive values going down for 'y' and to the left for 'x'.

I can bring in point data and it goes to the proper position related to the upside down world.

Any ideas for Bizarro world?
