Misbehaving Toolbars

I cannot seem to get my toolbars to stay put. Everytime I open ACAD, ACAD insists on putting a leading blank area in front of my upper left toolbar, which in turn pushes the far right toolbar off the end. See attached screen shot. No matter how many times I re-arrange the toolbars, lock them, then save workspace, I get the leading space whenever I launch Acad.
Using:
ACAD 2009 x64, SP2 as part of Inventor 2009 Suite
Win 7 Pro, 64 bit
Aero is enabled
NVIDIA Quadro FX 3700 driver version 8.16.11.9178

I see that Inventor Suite 2009 has SP3 available, and the AutoCAD Mechanical 2009 also has an available SP3. However, the readme files for both do not specifically state that the SP's are supported under Win7, so I have not run these.
BTW, if these are Win7 compatible, does anyone know if I need to apply both SP's or does the Inventor SP include the Mechanical Desktop SP?

Do all of the toolbars you have displayed belong to the same menugroup? If not, this is an age old problem that they cannot or will not address. A workaround can be found here: http://usa.autodesk.com/getdoc/id=TS1056203
