Can Revit just show a detail bubble without the callout boundary and possible to display with/without a leader? All I need is a Detail Bubble.

As an individual setting, I don't think so.
If you want this globally, you could change the callout boundary and/or callout leader line to white in the object settings.
Otherwise, context of how you are using it would help people make suggestions.

We've always just dragged the plan callout tight to the detail bubble, making it so small that it will not be detected on a plot. A similar process works for detail callouts or sections, except that we turn the tail off and drag the leader tight to the bubble. It is a silly workaround, but has worked fairly well for us. See attached.
Too bad Kathy's suggestion doesn't work on a callout by callout basis....that would have been easier yet.

If the callout will be referencing another view, I would just use a section, turn off the tail, and drag the section line so it's right under the section head. I did this recently when I wanted to show an elevation detail drafting view from a section detail drafting view.
