How to define rotated structural axes in respect to Z axis which inserts X and Y axes like the letter "Y"?

Click "Advanced parameters" button and find "rotation angle". See attached image.

Does it mean that I can use this rotated system as local and work as in XY system?
Let's say I have 3D frame structure in form of wedge symbol (^). (see attachment)
I need to define elements in the rotated frames, (for example on axis A, B,...) but I want to work in local system instead of rotated global system. How to do that?

You can create that kind of structural axes. You can work only in the global coordinate system.
