I'm not sure if Autodesk Seek or Revit City might have a rope light family--you might search
those and other content sites.

Also, you might try creating a generic model family with a sweep in the shape of a "rope"
and then apply a special material to it, which would be a self-illuninating material that mimicks the "tivoli" lighting effect with small "hot spots" of light.

This material would require some pretty high-level photoshop skills, with masks, layers,
alphas channel, etc. but could probably be done.

This is instead of trying to use actual tiny light fixture families nested inside a rope family,
as this would be an immense performance challenge to render.

just a thought

cheers.........

Just for fun, I've attached the infamous "Revitdeer", which a forum member created
as an X-mas cheer scene.

Looks like it has some "rope light" type lighting?

I think Mulkholm created it? Maybe he can give us some clues?

cheers

If you go to the original thread here http://forums.augi.com/showthread.php?t=112140&highlight=Revitdeer the creator (Munkholm) posted the family and also some brief explaination of his methods. Its probably not what you want to do though as the lights seem to had been placed individually in the sweep for the tube which means a ton of light sources that will kill your render times.
