I am creating custom annotation symbols and when I scale them the move cursor seems to go over a hundred feet away from the simple.

Here is a little background on how I am creating my symbols. I am taking a very simple approach.
I am starting a new family drawing a 1'x 4' light simply by drawing a box with a detail lines that size. I am then scaling it down so it fits to my scale in the project. But when i bring the symbol into the project the move cursor is over 100 feet away from the symbol.

Does anyone know how to move the move cursor closer to the actual symbol?

Why are you scaling the family down? Create it at full size and load into the project, Revit automatically displays it according to the scale of each view within the project.
As for the cursor position, if I understand correctly it is far away from the family once in the project environment. If thats the case, in the family make sure that the detail lines and any geometry are placed at or near the origin, which is defined by the intersection of the default reference planes.
