Since there is a sysvar called INSBASE controlling the insertions point of a block or xref, wouldn't it make sense for there to be a sysvar to control a predefined rotation angle?

I believe that this is already possible through a tool palette setting.
Also why would one need to define a 'preset' rotation angle?
Why not define the block in such a manner as to NOT need to
rotate it every time it is inserted?
This is an opportunity to evaluate your process, not add another
setting to deal with when creating or inserting blocks.

It is available through the tool pallettes in 2005. I have a post here on the forums regarding that. If you right click on your block and select properties, you can either select your rotation scale or set it so it will prompt you on the command line to set your rotation.
