I am trying to show an acoustically lined transfer air elbow with a hatch to denote the duct lining. I have successfully applied a filter to hatch the ductwork but can not figure out how to apply to a duct fitting. Is there a way to apply a similar filter to the fittings?

Add Duct Fittings to your filter catagories.

I forgot to include in my original post that Revit will not let me select "Lining Thickness" as a duct fittings parameter when creating my filter - see image. I also tried creating 2 filters - one for the ductwork and one for the duct fittings but no luck.

Oh yes, thats right.
Hmmmm.
OK. I just read about this.
The reason is because the filter lined parameter is only associated with the duct profile.
The lining within the family is a different parameter, but named the same.
I know...
There are some workarounds, but your answer is, no you can't do it that easy with an OOTB filter.
Read this post.
You'll get a better explanation of workarounds.

Thank you for your help. I was able to achieve the display result that I wanted using the following suggestion from the link you provided:
"What I would do is create a Project Parameter for Duct Fittings called 'Is Lined' as yes/no parameter type. Create a filter and visibility settings similar to the duct for the fitting using this 'Is Lined' parameter, and just manually set the Is Lined setting on the Fittings as necessary."
